This may have been Bern. We had a few minutes between trains and Hans took us on a little side trip to show us where a flash flood had dammed up under a bridge with trees and other debris causing the river to leave its banks and pour down through the area in this picture. They have since reconstructed the bridge so it can be raised to prevent that happening again.
